Its quite simple. Escorting Services are legal, Prostitution is not. Once an Escort sleeps with a client it stops being escorting and becomes prostitution.

Prostitutes get around the law by calling themselves escorts. The same way brothels get around the law by calling themselves massage parlours and health clubs.

Go into one of these health clubs and ask for a neck rub, see what happens.
