It could be your connection or the sites output bandwidth.
Some connections especially with ISPs like talktalk orange and a couple of others are slow to get up to speed, after connecting to the internet, do you ever get a warning saying no or limited connectivity? Bearing in mind if you are also connecting with torrent programs, downloading or opening instant messengers, this will all eat into your bandwidth.
If there are a lot of people also logging on or refreshing the same page as you are trying to access the site server may not be able to cope with the demand to pass the information out quickly, this is often indicated by the browser taking a while to update then showing the 'cannot be accessed' message.
How long does the cant open site condition last for? does it go if you leave it for a minute or so then refresh the page?
