In an ideal world...

Areas of Excellence
Yes it may sound like some ****ted up education policy by New Labour but I would try to recreate 'areas of excellence' across England.

South West - Leisure
I would invest money into tourism for the very south west - Cornwall area of Britain, marketing it strongly as an idylic area and lifestyle for those who live in western Europe who are over 50. Hopefully, this will create some kind of property boom - many of the current properties owned by those living in outer city areas of cornwall sell their 'holiday homes' to western europeans. Of course, this is going to raise money through small taxes on property selling, and will give those who have sold the homes on average £300,00 to invest elsewhere. The money from those buying the homes is coming from western Europe - adding money to our economy.

South East - Business
I would basically keep a similar plan here, working on the existing infrustructure in overseas trade.

Midlands - Educational Excellence
I would try and invest in some of education excellence centres - basically Universities, which are ran by the private sector (not the government). These will be heavily trade based, and will be open simply on merit, rather than on the poorness/richness of your background. Alot of emphasis here is put on Engineering, with alot of work alongside leading companies already existing. A huge amount of emphasis is placed on students from Europe coming here to study - again encouraging a short term system of money coming in. However, as the Universities will be ran by the private sector overseas students will be charged treble the average amount of fees to study here, hopefully investing more overseas money into our research.

North England - Manufacture
Again, hardly original but this area will again have extra emphasis placed on the manufacture industry. Heavier tarrifs will be introduced on any products - Cars, TV's, Furniture - that come from outside Europe, hopefully encouraging an increase in manufacturing in England itself. Close ties will be made with the 'Educationally Excellent' Midlands to invest found research into British work.

Energy

My plan, and by far, biggest expenditure is green energy for Britain. The policy of 'not on my back door' will have to go. The seven barrage will be introduced, from England to Wales, getting green energy direct from the tides. Wind farms will be introduced in Northern Areas of England and tidal barages along the South and North seas. Existing ideas (which I'm not to sure of) will be implemented, with the plan of a creating a 75% sufficient britain in just 9 years time. Britain will be 90% self sufficient by 2025, and by 2030 we aim to have a energy surplus - making England the leading nation for green technologies, using our energy surplus to fuel our own cars.

This will hopefully save millions, as all new green energy systems will be ran by the government, putting money back into the 'public purse'

Aswell as this, all new public buildings (such as councill houses, offices etc) will have a new heavy emphasis on green technolgy. 'Green Terraces' will be built using the technologies you see on property shows such as Grand Designs - and with more being built, the cost to do so will ultimately be reduced. This will create properties that effectively provide their own energy - but the residents will still have to pay for it.
