Because for the most part, it's easy to figure out who voted which way. I know you're talking in reference to Jeff and Jordan evicting Brendon. If they evicted Shelly, it's 3-3 and Brendon would still go, so Jeff and Jordan would be sticking themselves out there for no reason.

Truth. However, the other part of it is the paranoia it causes in the house - in weeks 3 and 4 of BB8, when America told Eric to vote to evict Kail first over Mike and then over Nick, that meant there was a stray vote. Week 3 should have been a 8-1 vote to get Mike out, it was 7-2. Week 4 should have been 7-1 for Nick to go, it was 6-2. And it sent the LNC into a total tailspin as they tried to figure out who the mystery voter was (it was basically the cause of that alliance's demise).

When it works, it's brilliant. It just rarely works (America's Player is an anomaly), and I know starry's talking about Jeff/Jordan not voting with Rachel. Stray votes can usually only work early on, because the fewer people there are, the more likely you are to get caught. The classic example's from Survivor Africa (not sure if anyone here's familiar with that show), but at the final ten, someone was supposed to be voted off 9-1. The vote was 8-2, someone was wrongly accused of casting the stray vote, and was then voted out the next round.

In general though people don't know for sure who votes a particular way. Porsche for example had an altercation with Shelly, Adam did side with the power couples recently. And anyway what if Jeff and Jordan voted to evict Shelly? Wouldn't please Shelly I guess if she thought they had, but they would have had allies in Brendan and Rachel more had Brendan stayed. And Adam if he thought Brendan had the numbers could well have stayed on that side. But with Jordan and Jeff publicly abandoning Brendan it wasn't going to happen. And I don't think Dani exactly wants to side with Jeff anyway so Jeff isn't gaining much of an alliance on that side.

Uhh in general people DO know who votes a particular way. Especially this late in the game. Porsche and Shelly sure don't like each other, but ultimately, Kalia and Porsche were going to vote how Daniele wanted them to vote. And Adam made it pretty clear that he was going to evict Brendon. His ideal F3 would be with Porsche and Shelly, and he pretty much rejected Brendon/Rachel to their faces. There was absolutely no way Brendon would stay, because Porsche, Adam, and Kalia were locked in to evict Brendon and that's enough. If Jeff/Jordan voted to evict Shelly with Rachel, it would be a 3-3 tie and Daniele would evict Brendon. You can't say Brendon was screwed because Jordan/Jeff publicly abandoned him, Brendon was screwed the second he was nominated because Porsche/Adam/Kalia had no chance of changing their votes. I don't know what fantasy world you're living in where you can secretly vote, but it's so easy in the game to find out who votes who.
