Which is why I would prefer to see exactly where every penny of aid goes, what it has done/built etc;.

..So really..the answer to the OP could be...they can't get their own clean running water because the governments don't want them to have it
..I don't know if that's true or not..or if it is..whether there will be anything we can ever do about it..on a larger scale
