No he said "I'm not a bully like some of the other housemates". And given the fact that he wants to start an anti bullying campaign, because of the way that he feels Luke A, Adam, and Lauren have "treated" him ...I suspect he means those three.

he gave two other characteristics which claimed he isn't, one each for deana (boring) and becky (actress), then said he's not a bully which was so clearly made out to be about conor and conor only

Yes he was definitely referring to Conor as the bully, with the other two as Deana the mute and Becca the actress.
