Yes and No. probably more yes.
She's intensely insecure IMO and CHOOSES to feel better by belittling others. She's old enough and intellectually able to understand the consequences associated with her actions but continues arrogantly. I think something in her is switched off. By choice or by damage.
On the other hand I understand how low self worth can make you compulsively destructive. Dangerous. Irresponsible. Unconscious.
I hope she gets help otherwise more will get hurt.
