Yup, she is. If you watch the show you'll see that while being quite flirty, she's actually quite intelligent. Do you remember when Mike and Ashleigh(Side-Note: Needs to grow up) were talking and he said he needed to talk to Danica? It was actually very smart for her to confront him then and there, in front of Ashleigh, so there wouldn't be a he said, she said and he couldn't prepare something to say to her. Sounds simplistic, but the way it was done was quite smart.

Yep, it's weird, she comes across very warm and homely when she's flirting, yet at the same time there's something missing there, it's hard to describe. I think she's got her persona sorted though and isn't looking to change or anything. Wouldn't be suprised if she saw them all as her play things and something to do while she's wating to be evicted and take the cash.
