Sad, but why didnt the parents take her to A+E if it was that serious

She sais that the father eventually threatened to ring an ambulance

Why waste time, why not do this in the first place when it because clear that for whatever reason the docs wouldnt see her?

Doctors surgeries are not to be use in emergencies. I thought everyone knew this.
