In cases such as these the crime itself is not the only injustice, the fact that there were those compliant, knowing that it took place that is almost as shocking.

yes indeed it is. But these institutions are always riddled with corruption and endless cover ups. The man was clearly sick and the police clearly failed to do their job in bringing him to book
