ABCs were usually used for youth crime or as a prerequisite to an ASBO, they only work if guardians are able to ensure that the contract works.
Paying fines just puts people on low incomes in more debt, and could lead to them committing more crime as a result imo.
The drink and drug treatment programmes sound beneficial for the offender, and used with the option of repairing damage caused would be a much better soloution to ASBOs.
