Not necessarily. I would assume (not wanting to put words in his mouth) by best he meant most entertaining/caused most storylines. Generally speaking the most entertaining HMs don't win the show (with a few exceptions)

Are you joking? There's only been one 'best housemate' that has won in the entire show's history, and that's Aaron. You could perhaps stretch that to two, maybe three, but no further. Most of the winners are middle of the road, and quite a few times have done piss all. It's rare for the actual best housemate to be crowned the winner.
