On the one hand, I always wonder why people don't do something about it at the time, but on the other hand I totally understand it from personal experience - being the victim of a crime doesn't always leave you feeling helpless, sometimes you're just very apathetic for a long time and you'll only speak up when you're ready to talk about it. Maybe the victim feels like they're just doing the right thing by coming forward now? Odd.
