The only thing I will say, and those in the police force do have some sensitivities too being Human beings.
Dan being gay in the police force,may have for a good time in his training and afterwards come up against those who are anti gay activities.
The word bitch or bitchy may be something that has been used to ridicule Dan, possibly I add because I obviously don't know, for a fair amount of time during his time in the force.
He has left the force for some reason,no one really likely knows why but him and the force.

I can then see a likely bigger picture and realise that he too maybe had feelings that weren't considered when that message was written by Dexter.
Now I really like Dexter,he is my 2nd favourite in this series and if he had a genuine stammer I would have been the first to condemn Dan for maybe seeming to mock that.
Dexter does not have a stammer though, he talks perfectly eloquently on all his tales and on other issues all the time.

He was stumped because he had no credible argument or words to say to justify why he had said that as to Dan, hence his apology to Dan.
All credit to him for that, and furthermore more importantly his stating he was wrong in the words he used in the message too.
Even more credit to Dexter for that too.

That was only resolved because Dan did challenge him and they sorted it out, had they not, it would have likely built up into more animosity.
That is how I myself would prefer to resolve things and not just leave them too but I also think that house alters how you think and act anyway.

People are giving others the benefit of that but somehow not Dan, he just has to shut up, take all insults, and should say nothing or defend himself at all.

What I get from all this is that you have to invent a fantasy scenario to justify Dan's behaviour.
