There is always a list of hashtags (#) on https://twitter.com/ and if you have an unlocked account and put the relevant hashtag at the end it will appear in that list. For exampe you could say 'get Hazel out' #bbuk and it will be in the list and everyone who clicks on #bbuk will see it.

All account are @ something so big brother is @bbuk. If you put 'get hazel out' @bbuk they will see it
