Some people reach full maturity sooner than others. The human brain reaches full maturity in early to mid 20s. The part of the brain that is associated with impulse control/understanding of personal external impact is one of the last parts to mature ( as I understand it - long time since I read up on this)

I realise there are young lads and lasses living very adult lives, and some of them may be fully adult at a very young age, but that doesn't mean a 22/23 year old isn't a young lad *smiles*
