No one agreed to vote for each other.....They agreed to vote for whoever, so Dexter thought he aint gonna waste a vote on Charlie who has no chance of being saved by all of them and Sophie was more likely to be chosen by the others. Basically he didnt want to waste his vote.

He was fully aware that there was no unanimous vote.
He was going on about them not wasting the opportunity of a lifetime, even if it meant not voting for friends..he was after that golden ticket.
They all told him they were not having any of it.
Charlie did at one point say her and Dexter would be most at risk.
