really it should have been the other way round and the housemate that choosed the highest number was safe because obviously getting to the final meant most to them.

Look at it this way, BB would have to pay Sam £100,000 not to make it to the final
whereas Dexter would have to be paid £88,800.
Therefore it obviously means more to Sam.

Have I missed something? Is it not common sense that if you pick the lowest amount you're the least greedy?

Not necessarily. If the money was the most important thing, you might want to choose quite a high amount yet lower than you think the other HM's might pick. That way, if you don't think you are going to win the show, you walk out with a big cut of the prize money and you're laughing.
Not saying that Dexter was thinking like that, though he might have been. I'm not a mind reader.
