I still think the the producers don't want him to go and changed their mind after they saw Dexter picked the lowest.
It makes no sense that they would tell us one half of the task and not the other. I just think people don't want to admit it. If this same thing happened with The Twins there would be conspiracy theories flying left, right and centre.
