Ok it's been confirmed the person is Sam by someone on DS - My point was someone has said they actually asked Dexter and he himself said he was referring to Sam, here is the post from Sleepypoodle.
"I've just asked him and he told me that he was referring to Sam who looked down on him and felt that Dexter had something against him from day one and never forgave him due to a misunderstanding between them.
Dexter also said that whilst they were waiting to hear who had won, Sam completely blanked him and removed his hearing aids."
