This is a toughie as both have a great selection of bops:

Stronger, Since U Been Gone, MLWSWY, Because of You, People Like Us, Behind These Hazel Eyes.

Kelly has to take it though as her discography contains a lot less filler and her worst singles are nowhere near as terrible as ********* Perfect and Just Give Me A Reason.
