Yes I think she is.
Lucy had a problem with Amy's job from the very beginning. Accusing her of not doing enough to change the image of beauty pageants, despite being a judge, the year before, on the very same beauty pageant that Amy entered.
Asking Amy if she feels like a piece of meat, despite posing for lads mags herself.
If only Amy had known these things. She could have wiped the floor with the hypocritical hag.
