Lots of full-time employed people need council housing, unfortunately, as;

A) Minimum wage is woeful,

B) Private rental prices are insane,

and C) It's very difficult to find a mortgage rate that's much better than private rent (and possibly worse when you factor in potential home repairs over time).

I'm aware that she ISN'T employed, but just saying, being employed wouldn't necessarily mean avoiding this "situation" (if you can call it one, obviously wanting a new home because you think the current one is haunted is ridiculous under any circumstances).
