The recent upload showed them seemingly agree on who to select and to remain silent and let housemates assume public voted them out.

They can only sell that story if it is Steven or Ashleigh. Steven is going nowhere. Why would it be Steven? SERIOUSLY. If they had a public vote Steven would be gone. Why would BB cancel the public vote and have Steven evicted without making any money?????

They're making their money on the vote for the newbies, it's just a twist and they're probably hoping that it'll cause outrage because it's publicity and keeps people interested, I honestly don't think they give a s**t who goes, it's the lead up to it that matters to them (imo)

Chris would be amazing but I think that's too unlikely, I would settle for Kim though for the Steven meltdown

Why would he have a meltdown? If he was seriously worried about what was happening outside why would he not just follow Kimberly out the door? He has ZERO chance of winning, so what would be the actual point in staying on the show? Why would he choose to wander about the house rather than be with the woman "he loves"? The only reason would be if he was in with a chance of winning. If he stays on the show after Kimberly is evicted, that is yet more evidence that the relationship between them is completely fake and is for the sole benefit of the viewer.
