James is the only one who bothers with him even though Gary seems to annoy everyone, not just James. Their bond has been growing day by day as they get to understand each other better. Who would even bother with Gary if James wasn't there?

Bully Elliot only bothers with him for one reason, he's been told to and probably more times than we have been shown.

He's probably been warned off camera about his behavior that we haven't been shown.

You say growing closer and closer, he's still condescending and disparaging about him behind his back.

He's realised when he got booed and Gary got cheers added to the fact he was read the riot act that he had to change his ways. It's all one big act on Bully's side- I bet he's recoiling inside. Of every exchange they have had Gary has been dignified and wiped the floor with Bully verbally and mentally leaving the oh so repugnant Bully Elliot either opened mouthed, tongue tied or embarrassed at the realisation that there is a superior human being in front of him.
