No it isn't. Both pieces of footage were shown.

One of those twins threatened to sue, Gary hasn't.

The twin didn't want her bottom shown on camera so ensured her bottom was covered, until someone else took to exposing her against her will.

Gary clearly didn't care and pulled his trousers down in front of everyone willingly, having no problem being seen both by the housemates and the cameras.
