They are meant to, there was a story not long ago of a toddler being expected to ride on the road too :/

But that's exactly what they have to do Niamh,I get really irate when I can't get past a car with the pushchair,why should I have to go onto the road to get round a vehicle parked on a pavement,and kids shouldn't have to do that to get past either,i don't mean one wheel on the curb,I mean the whole car on the pavement.
