There is a difference... In the first example you're setting standards for how people should behave as they mature, in the other example you're stopping an entire race of people from entering the house.

Okay, we can't tell a 12 year old he can't rent a rated 15 movie then, because that's as bad as racism.

I actually wouldn't tbh, i've always said that movies shouldn't have ratings, it should be up to the child/parent of the child to decide whether or not the child is mature enough to see the movie.
