I dont think each individual housemate was replaced with a newbie unless they had reserves on hand for each old housemates up which I doubt.

on the show, Sam and Sarah were direct replacements as were Harry and Marc of Harriet and Keiran. The only less obvious one and is by deduction the twins by simon.
