He's trying to put on mass which tends to come with putting on fat. Add in the tail end of puberty and that he's clenching his jaw in most pics that explains it.
Even with the bit of weight he's lost in the house his bone structure has come out a lot more and I think he looks a lot better.
Edit: And of course his promo shots are photoshop'd to 11. His skin looks like wax in some of them
