It doesn't matter whether he brought it on or started it or not. If someone, and this goes for anyone, is sitting shaking, about to cry and is visibly uncomfortable and saying NOTHING, and you continue to mock them and antagonise them, you are bullying them. Had Brian been shouting back at that particular moment, it would have been an equally weighted confrontation where someone stood up for themselves. But in that one particular instance he wasn't, and if you're going at someone who isn't standing up for themselves (especially when they're clearly showing signs of weakness) you are bullying them.
What part of this some people are failing to understand is beyond me. Who started what is irrelevant.
