Well, the killer in Urban Legend is a hooded killer rather than masked (that gif I posted on your wall last night was from the movie) but yeah, same sort of thing. It's about a spree of murders on a college campus all based around various urban legends. It doesn't get a lot of love but I think it's really underappreciated.
