No, they do it every year. They list the most influential people (regardless of
why they're influential), then there's controversy over them picking bad people, which misses the point imo.

I haven't read it so I don't know what they say about him, but I'm gonna guess they don't say good things. I think people are able to judge him though without needing to be told to by Time magazine.
