On C4 it was the two or more housemates with the most nominations face the public vote.

So for example

A - 5 nominations
B - 4 nominations
C, D, and E - 3 nominations
F - 2 nominations

On C4 only A and B would've probably only been up, but on C5 they'd also put up C, D, and E.
