It's silly to suggest it's stalking.

Jason's problem is that he is sending mixed messages. He needs to make a decision, stick to it and make it clear to Charlie. If he doesn't want to be with her then he needs to make it loud or clear otherwise she'll still be holding out hope for a reconciliation.
