She isn't being sarcastic. She's expecting Evelyn to follow the rules when she doesn't follow them herself.

Just like she feels perfectly justified in holding a grudge against Evelyn and Laura for talking about her friends but thinks Jayne's a demon ( for holding a grudge) even though she was personally attacked by Natalie.
