Yeah I think this would cause more tension and arguments than their "honesty" tasks as it forces them to make a decision and kind of puts the blame on the smokers instead of big brother.

Also it's a win win for the producers. They give up the fags and the smokers are ready to kill someone for looking at them wrong, or they don't and the non smokers resent them.
