Yes it was an accident, if the officer had meant to shoot he would be dead

Poor guys are under so much stress right now I feel sorry for therm on every shout.

If he shoots accidentally when he's not even close range and the person has their hands up then he should quit. and cops have always been under stress, if they can't work under pressure quit.
