He was being physically blocked by various members of another party from crossing the floor....he used his arm to make a path through by guiding a member out of the way....was tousledin the motion...and his elbow came in contact with someone.

He didn't walk up to someone and purposely or intentionally elbow them.

....awwww, gorgeous George/adorable.....I have to say though, it's not surprising that he didn't appreciate the high five, he just doesn't look a 'cool kid'...Justin should have ruffled up his hair a bit..I guess he's only seen mostly on formal occasions but it would be lovely to see him looking less 'regal' and in shorts and a t-shirt or something...the long socks as well, no that's not a cool look at all...he is lovely though.....
