I don't think so, basically your 30 minutes resets every time you post 'bubble bubble pop pop', so if for example you post it at 10.00, you have until 10.30 to post it again... but if say you post it again at 10.25 instead of waiting the full 30 minutes, you then have until 10.55 to post it again.

30 minutes is just the maximum time allowed in between posts.
