Big dogs aren't normally allowed in any airline cabin unless they are assistance dogs. I suspect the one in the picture is just that.
I don’t see a problem with it on short flights for well behaved dogs although there would need to be a tight limit on how many dogs on a flight at one time otherwise chaos could ensue.
