I agree with your logic though, it would be a pretty creative way to get a few votes, it might well be a Spanish song, which I wouldn't care for and I'd probably rank last beneath 'No'.

If they can speak fluent Spanish and then write a song in Spanish it hen they deserve to sing in Spanish
