I think the reason is that Jayne is one of those housemates consistently liked by the audience but doesn't really do enough to warrant being a winner-type to get behind and root for, which is usually how 5th/6th placers work. And like them or not, Jason, Hughie, Jackson and Andy were the four biggest characters of their series and each of them were given enough opportunities to get the audience behind them. Jason had the Charlie, Lateysha and courtroom stuff, Hughie was the most outspoken and rebellious one, Andy got a following from being built-up as a social outsider a little self-conscious how different he is to the other housemates which viewers usually sympathise with, and Jackson had a showmance and also the viewers fall for transparency really easy. Even Evelyn had the last week where Georgina and Alex were being horrible to her, which gave her much more leeway than Jayne to pick up votes. By comparison, Jayne was a funny likeable housemate throughout but the most plot-driving thing she ever did was her conflicts with Natalie and Chelsea. She's my second favorite of her series and she would've been a great winner, but I completely get why she got 6th.
