I think it was because on the face of it, they were doing things more familiar to the BB brand, Emma was Davina 2, live shows improved, editing well it had been worse, and the housemate selection was fairly decent. But in terms of the actual riggage to the format/tampering with noms it was definitely getting worse.

The hype came from Brian being axed along with the return of live feed and good advertising
