Can someone update me on the Masood situation?

I'm a tad confused. Doesn't the house belong to the council and he left so it was rented out to the Kazemi's?

Why did he come back and why are they now living with him?

Did he know she was the one to lease it as he seemed surprised to see her living in it?

And why is he back anyway?

The only way it's not a completely pointless return is if he then leaves with Carmel, which I can see happening.
