It's because it's broadcasting standards, which means ITV can face fines for airing anything that breaches these standards.

If it had broken broadcasting guidelines, there would be no penalty, so they could have aired them.

Following repeated use of unacceptable language and behaviour

Sounds like more of the same regarding Sam. He made it clear during noms that he wasnt sorry for what he said

I don’t think he’s homophobic but maybe just not used to being around someone so flamboyant and it makes him uncomfortable! Not sure why though
