Its exactly what Nadia was planning when she went in the house, trying to get everyone else to hate KH, even though she had never met her herself, so Nadia would have encouraged it but unfortunately for Nadia, everyone likes Katie Hopkins, and they dont like Nadia, which is why most of them voted for her to get out

So to clarify, Nadia is the bully with a plan, its just that her plan was tat and Katie Hopkins didnt have a plan but everyone really likes her
