To be fair to you and your post above,you cannot, you are right and indeed no bullying has yet been successful in the house by anyone even if intended.
You describe someone there as being incredibly annoying, however anoying is not a crime and some people will find it off putting and sickening while others will not mind it and then some will find it entertaining.
Especially if the goading and winding up process is done against someone others intensely dislike.
The only thing I will say,is the intent to bully has been sounded out in a way.
When any person sets out to ostracise another,they go down an unacceptable and almost bullying route.
When they then seek to involve others and indeed all others around them to also isolate and ostracise another person, that from the pack mentality would amount to bullying.
Now, Katie Hopkins, who I respect you like and although I cannot stand her,I would say she has not bullied or intended to,Perez gives as good as he gets and vice versa as to these 2 housemates.
The thing for me is, Katie Hopkins could likely have never succeeded in ostracising Perez for one really big reason, she actually finds it impossible herself to ignore him and more often than not seeks him out to begin the hostilities herself.
For me it makes great viewing and it seems to for a lot of others too,hence why even on here 70+ members are part of the Perez fan thread and seemingly loving the Perez show.
It is his show for me but he does often add, 'it's his show starring Katie Hopkins', and I have to admit,despite not liking her, without her and her immediate reactions to his antics, she is definitely and the main one as to being a star of his show.
Without these 2, really this CBB would have been far more dull, less controversial and far from the entertainment level it has provided, good and bad.
