He's morbidly obese, wears a girdle to keep his abdomen looking less fat, and his shirt is probably far too tight around his fat arms which is stopping him from being able to lift his hand that high.

I do think he's quite clearly a lot... slower... than he was when he was younger so there's not NOTHING going on, but people are latching onto things that have relatively clear explanations.

e.g. it's hard to walk on a downwards slope when you blatantly wear massive lifts in your shoes.
