Yes really. People leave open bin bags spilling onto the street all the time, especially if they have more than will fit in the boxes/wheelie bins. See it all the time.

Not around here. If the lid won't shut on wheelie bin they leave it All cardboard has to be free of any tape and cut small enough to go in the blue lidded bag provided . All plastics in another box then the bottle and cans , its an event getting it out on the correct day.
